This is an excerpt from the Genesis Partnership Study used by Lovejoy to determine the feasibility of building and operating secondary schools.The study primarily concerns itself with construction costs.
Once bonds are passed there are generally no concerns about the feasibility of covering building costs.

Operating expenses are the major obstacle in forming a secondary school. Lovejoy is operating only two elementary schools and is already at the tax cap of $1.50 Maintenance & Operations. Any thorough analysis should evaluate the funds available for operations of secondary schools and it's possible negative impact on elementary schools.
For this reason, the report sections posted are those concerning operation costs.

Year 2002-2003, Lovejoy shows "pupil expenditures" of $8,924 per elementary student as compared to the $5,523 referenced in this report.

It is more expensive to educate a high school student than an elementary student. Secondary schools are funded by efficiently operating elementary schools. What affect will the secondary operations costs have on the elementary?

Lovejoy used a budget from Sanger ISD in their decision to create new schools rather than a budget from one of the school districts in this study.
